Who We Are

Our leadership team’s experience provides us with a unique advantage and makes us intimately familiar with the nuances of commercial construction contracting.

From up to the minute pricing, to new technologies, to labor availability and material shortages, the team uses this first-hand knowledge to further the interests of our clients. When you partner with TEEL, you receive a dedicated project team from preconstruction to project close-out. We assign a corporate officer as the hands-on Project Executive, a Project Manager, an Assistant Project Manager, a Project Accountant, and Superintendent on every project.

The project team uses a results-oriented approach to problem-solving. We achieve project goals through a blend of in-depth construction experience, practical business sense, and a proactive management style. Virtually all of our projects have fast-tracked schedules, and we excel in leading project teams to produce cost-effective solutions and meet deadlines. TEEL uses the latest technologies to keep the project team up to date with real-time information. Project goals are met through a combination of daily tracking, frequent meetings, and site visits.

Professional Expertise: Founded TEEL in 1987

Notable Projects:

  • Tysons Corner Center: Whiting-Turner hired Parker Teel Construction Co. (prior to TEEL’s incorporation) as a subcontractor in the mid-80s to complete the re-demising work of the shopping center when the 1st floor was converted from truck delivery/storage space to mall tenant and common area space. When the redevelopment was substantially complete, the company picked up many of the associated retail tenant build-outs. TEEL has been working at the mall in one capacity or another ever since.

Spencer Teel

Spencer Teel

President

Professional Expertise: Spencer began working with TEEL in 1997 where he spent summer breaks as a laborer and assistant superintendent in high school, transitioning into a superintendent during college recesses. After graduating from Christopher Newport University with a Bachelor of Science in Business Administration in 2005, Spencer worked as a project manager for 8 years. He was promoted to vice president in 2013 where he served 4 years before being named president in October, 2017. Spencer’s primary duties include strategic planning, culture building and oversight of the principal leadership team.  He serves as project executive on the firm’s landmark projects.

Education and Training: Bachelors of Science in Business Administration at Christopher Newport University, Leadership Fairfax’s Emerging Leaders Institute

Off the Clock:  When he’s not at one of his 2 sons’ basketball, soccer or lacrosse games, Spencer can be found building custom furniture.

Richard Goldberg

Chief Financial Officer

Professional Expertise: Rich has been in the construction industry his entire professional life. Raised by an ironworker, Rich worked with steel during the summers. He graduated in 1979 from Pace University in New York with a BBA in Accounting, later joining Turner Construction. After 20 years with progressive growth in several markets throughout the country, he was promoted to Assistant V.P. Regional Controller before moving to Sigal Construction as their CFO and EVP for 16 years. Most recently, Rich served as CFO for Manganaro Building Group

Education and Training: Bachelors of Business Administration majoring in Accounting at Pace University, Pleasantville, New York.

Professional Affiliations: Economic Club of Washington DC, Leadership Greater Washington and CFMA.

Off the Clock: Enjoys spending quality time with his family, watching sports and the arts, barbeques, nature, playing golf and workouts at the YMCA.

Adam Turner

Adam Turner

Vice President of Construction

Professional Expertise: Adam is the 3rd generation in his family working in the construction industry, starting for his father’s company in high school working hands-on in residential additions and custom homes. He moved into commercial construction in 2006 starting as a Superintendent. Adam grew into project management, and has worked his way up to TEEL’s Vice President of Construction in 2022.

Interesting Fact: Wrestled in a D1 program at GMU. Wrestling taught Adam about discipline, hard work and perseverance

Brian Philpot - Director of Preconstruction

Brian Philpot

Vice President of Preconstruction

Professional Expertise: Brian spent six years within the U.S. Army Intelligence Community. Afterwards, he worked on government construction projects with Fluor Global Engineering and Kellogg, Brown & Root in the Middle East and Central Asia. Brian joined TEEL’s estimating team in 2015 and transitioned into project management in 2016. Brian is currently back leading our Estimating team as Director of Preconstruction.

Deborah Magano - Director of Safety and Quality Assurance

Deborah Magano

Director of Field Operations

Professional Expertise: Deborah’s passion is everything construction. She started a small GC company after graduating in Florida and one of her first successful projects was a restaurant/coffeehouse. She then relocated to the Washington DC area in 1994 and started DMI Development Group. She acquired clients throughout the US and Europe and then after 18 years, retired from the residential business to become a commercial construction manager before finding her forever home at TEEL Construction.

Interesting Fact: Deborah paid her way through college by painting concrete roofs in Florida and was instantly hooked and knew she wanted to be in construction for the rest of her life.

Nick Davis

Project Executive

Professional Expertise: Having been in the NOVA/DC/MD commercial construction market since 2004, Nick began in the industry as an electrical apprentice for his father. Since then, he has worked his way up to the executive level by completing many successful interiors, secure spaces, building repositions and data center projects. Nick joined TEEL in 2021 and closely collaborates with the estimating and project management teams.

Brian Abel

Brian Abel

Director of Project Management

Professional Expertise: Brian spent the last 17 years bidding, negotiating and successfully managing small to medium base buildings and interior renovations in the Mid-Atlantic and Southeast. Brian has primarily focused on financial services, healthcare, corporate interiors, religious institutions and country clubs. Brian’s success and loyal customer base have been attributed to excellent communication and attention to detail in all facets of the construction process.

Interesting Fact: Brian played college baseball at Mary Washington College, now the University of Mary Washington in Fredericksburg, VA and in 1994 was the Capital Athletic Conference Player of the Year.

Professional Expertise: Prior to joining TEEL in 2020, Scott had spent the previous 20 years in the commercial construction industry managing a diversified portfolio of base building projects, corporate interiors, health and fitness, religious facilities and healthcare.

Vincent Rafter

Senior Project Manager

Professional Expertise: Vince began his career in construction with several years throughout college working in civil engineering with a local water/wastewater infrastructure and joined TEEL as an assistant project manager upon graduation in 2011. Following a brief stint in 2013 with a nationwide production home builder, Vince returned to his true passion, commercial construction, with TEEL as a Project Manager. Since then, he has worked his way up to Senior Project Manager.

Education and Training: Bachelor of Science in Building Construction (2011) and a Minor in Real Estate at Virginia Tech: Myers-Lawson School of Construction

Tom “Oppy” Bienz

Senior Superintendent

Professional Expertise: Tom has been with TEEL since 2010 and was previously at SMCI for 4 years as a superintendent. Before SMCI, he worked at TEEL for 20+ more years.

Dennis Cole

Dennis Cole

Senior Superintendent

Professional Expertise: Dennis started framing houses for his brother at the age of 15. He is a 50-year veteran of the construction industry with extensive experience in all aspects of commercial construction. Dennis is the lead superintendent on multiple commercial construction projects, including base building and tenant renovation.

Professional Expertise: Oscar started his journey in construction as a carpenter in 1995 in the residential sector and later transitioned into the commercial industry in 2006 when he landed a role at TEEL as superintendent.

Sandi Carey

Estimator

Professional Expertise: Sandi has over 35 years of experience in the construction industry. She started her career in the residential construction sector as an Accounting Coordinator for Pulte Homes. She worked in the residential sector as a Senior Project Coordinator at Toll Brothers for about 13 years when she decided to make the switch to commercial construction. She started her commercial career at Scott-Long Construction where she grew from a Project Engineer to an Estimator. Sandi prides herself at fostering longstanding subcontractor relationships, as well as those with Owners, Architects and Engineers.

Interesting Facts: Sandi grew up around construction, with her father being an excavator and owning his own hauling business. Sandi and her son achieved 2nd degree black belts in Tae Kwon Do.

Donnie Pratt

Senior Superintendent

Professional Expertise: Donnie has over 20 years of construction experience starting as a foreman in 1996. After working as a foreman, Donnie worked his way up to superintendent and was recently promoted to senior superintendent at TEEL. He is skilled in commercial and industrial construction, with outstanding experience in budget management timelines, resource management, quality, and safety.

Professional Expertise: Bob began his construction career at a very young age, going to work with is dad and being paid in love. He then became a superintendent throughout the DC Metro area before joining TEEL Construction in 2012. He was promoted to senior superintendent in 2019. Having 20 years of experience in the industry, Bob brings a wealth of knowledge to the company and enjoys training new superintendents.

Leslie has quickly learned the “TEEL Way” after her 1st 2 years at TEEL. She started with us May, 2016 after coming from a GC in Florida under the Assistant Project Manager role.

Professional Expertise: Cash is an experienced superintendent / project manager in areas of heavy infrastructure, public transit renovations and overhauls, and out of the ground buildings in assisted living and religious sectors.

Professional Expertise: Mike Graduated from Edinboro University of Pennsylvania in 2001 and spent 2 years in project management before switching to estimating. He has focused on estimating both large- and small-scale projects since 2008.

Interesting Fact: Mike grew up in the commercial construction world, as his parents owned a commercial construction company in Pennsylvania. Mike spent many summers as a laborer, later working his way up to a superintendent, so he knows the value of hard work and the importance of attention to detail. Mike lives in Western Loudoun County with his wife and two sons. In his spare time, he enjoys fixing up his Ford Mustang and hopes to have it track-ready soon!

Professional Expertise: Hassan started his construction career with TEEL Construction in 2018 as a project administrator. He quickly moved up the ranks to be an assistant estimator bidding his own projects ranging from $500,000 to $3,000,000 and is now an estimator at TEEL.

Estimator

Professional Expertise: Jake entered the construction industry as a carpenter and heavy equipment operator in 2009. In 2017, Jake transitioned from the field to the office as an assistant project manager/estimator for a general contractor in California and subsequently worked as an estimator for a structural steel contractor before moving back to Virginia.  Jake started at TEEL in early 2020.

Interesting Fact: Started his own company called Eagle Eye Imaging, which consists of aerials, photography, and videography.

Estimator

Professional Expertise: Ryan graduated from The University of South Carolina in 2012 with a degree in Civil Engineering.  His professional career started with working on the largest industrial project in South Carolina at that time.  Afterwards, he spent 3 years working for a civil engineering firm specializing in large industrial and commercial projects. In 2018, he moved up to the DMV area to be closer to family and worked for a nationwide GC in their estimating department before joining TEEL in 2021.

Professional Expertise: Chris began his career with United Parcel Service managing groups of drivers in the Northern Virginia area. Chris transitioned to the construction industry starting in 2019 with TEEL. After a short stint as an estimator, Chris shifted to an assistant project manager in 2019. Chris was recently promoted to Project Manager in July, 2022.

Professional Expertise: Ryan graduated from West Virginia University in 2015 with a degree in Petroleum Engineering. His professional career started with working on the Silver Line Metro project as a QC Inspector. Afterwards, he spent one year working on federal government JOC and lump sum projects. In 2017, he moved within the same company running a portfolio of three local government JOC contracts.
